About EPA Lead-Safe Certification

The Lead-Based Paint Renovation, Repair and Painting Program is a federal regulatory program that affects contractors, painters, plumbers, carpenters, electricians and even residential rental property owners and managers. The program began on April 22, 2010.

In general, any activity that disturbs paint in a home, apartment, or child-occupied facility built before 1978 including remodeling, repairs and maintenance, electrical work, plumbing, painting, carpentry and window replacement is subject to the program. If lead paint is present, lead safe work practices would require the remodeler to minimize dust, prepare and clean the work area, and contain lead dust. Since lead paint was banned in the US in 1977, this program applies to homes built before 1978.

Only contractors that have registered with the EPA are allowed to perform this type of work. And only Certified Renovators and specially trained crews can carry out lead safe work practices. To become registered, a remodeling firm should submit the renovator firm application form with the appropriate filing fee. To become a Certified Renovator, remodelers and contractors should sign up for and successfully complete an EPA-approved course.
